Dear Concerned Citizens of Cannon County,

Just as every responsible family must understand where each dollar is spent, it is doubly important for a government to be above reproach with the people's funds. It inspires confidence, trust, and faith in the decisions of our elected officials. An independent audit committee would be a great step towards a responsible government. Please contact your respective commissioners to support the following request.

Formal Request of the Cannon County Republican Party to the Cannon County Commission to consider formation of a County Audit Committee

Whereas, the Republican Party sees the need for government that is accountable to the taxpayers for the tax money that it has collected and spent,

Whereas, it has been brought to the attention of the officers of the Cannon County Republican Party, by a news article in the Cannon Courier, that the recent state audit of Cannon County Government revealed numerous instances of potential fraud, waste and abuse of taxpayer's money,

Whereas, it is a fact that the county government cannot print money when it spends all of the taxes it has collected and must instead raise taxes or cut services to its citizens,

Whereas, the state audit report notes that certain officials of Cannon County management appear to be either unwilling or unable to address these deficiencies,

Whereas, the state audit encourages the Cannon County Commission to form a county audit committee to address these shortcomings of the management of the taxpayers' money and provide guidance to county management on how to fix these deficiencies;

Therefore, the Cannon County Republican Party formally requests the Cannon County Commission to consider, in their January commission meeting, to heed the advice of the auditors and establish an audit committee, that is independent of county management, in order to address the numerous financial management deficiencies that, if left unchecked, could lead to waste, fraud and abuse of the taxpayers money as well as an unnecessary property tax increase.

The audit is nothing more than political posturing by local wannabees -- mimicking what is and will be going on in D.C. for the next two years.

Mr Gannon's response to this request was nicely done.

Look for more inane attempts on the part of this same group to try to portray themselves as the only ones who are striving for a responsible government---maybe one of them can give an interview with the Courier and have tears stream down a cheek or two.

There is nothing "inane" about holding government accountable for the money it collects and spends. It is something every person should be interested in having done. I shed a tear every time I see a report of the waste, fraud and abuse taking place at the federal level. I'm not sure how much of it, if any, takes place in Cannon County Government (or other local governments), but if citizens want to keep watch on it, I applaud their willingness to take the time and effort to do so.

Unfortunately, I was unable to attend the meeting on Thursday night when this proposal was voted on by the PEOPLE of Cannon County who attended.

Although I was not there, I see nothing wrong with a proposal submitted by the people, voted on by the people, in a meeting anyone who actually lives in Cannon County had the opportunity to attend.

It seems to me the only people who find fault in the proposal are ones who don't actually live in Cannon County like the person who calls themselves "dailyreader".

I have to ask the questions, why it hasn't been proposed in the past and why would anyone not want transparency in all forms of government on the Federal, State and Local levels?

From what I have read and from what I have been told Mike Gannon responded quickly, firmly and very positively. So again, I wonder why people like dailyreader resort to name calling and sarcasm by calling it "inane" when our County Executive is on record as saying " "I have always encouraged community participation in county government, and I don't care whether someone is a Republican, Democrat, or belongs to no political party at all."

The only thing "inane" is offering no solutions or ideas at all.

You asked the question of "why", Corey --so why was not this on the agenda for the Republican Party last year prior to the election--say Jan 2010?

Why wasn't it? Simple-all about the Tea Party going into D.C. So it makes no real sense except as one being an inane--lacking sense, silly-- response to the election.

I will defer to Kevin's statement that there was no active Republican Party in Cannon County last year dailyreader. That was why it was not on an agenda.

And to me this shouldn't be a political argument at all. Transparency in all levels of government is exactly what America was founded on 234 years ago.

Yesterday's proposal was simply a way to exercise that right given to us many years ago.

And again, I have to say that Mike Gannon was very responsive and had no issues with the proposal. He was courteous enough to call Shirley and ask for her input with forming the committee.

So one has to ask the question: Why does it seem to bother you so much dailyreader?

I would have thought that you, with all of your self-expressed wisdom and intelligence would have proposed it long ago. I find your sarcasm inane--lacking sense--silly because you simply want to argue and offer no solutions.

And just to clarify, the State of Tennessee is the original party responsible for asking for an independent audit committee.

If there was no concern for how the money was being spent in the county in Jan 2010 by those who reactivated the party, then why the concern now--did the reactivation of the Party suddenly instill all this public awareness?

Which leads one directly to the point I was making. The Tea Party is stirring the pot in D.C. and wannabees, locally, want to do the same---so suddenly we have all that concern.

dailyreader you seem obsessed with the Tea Party and to my knowledge there has never been a "Tea Party" meeting, vote, proposal or membership drive anywhere in Cannon County.

You are a lost cause and it shows more and more with each post you write. You simply want to argue. You never say "hey has anyone thought about this?" or "what can I do to make things better?" or "what can we do to compromise?"

You are a chronic complainer who has entirely too much time on their hands and no one to listen to them.

It is a shame because if you could get past your own arrogance and quit whining about every single detail of life in a community you don't even live in, you might actually get off your butt and get involved and try to make a difference.

They already know that:

Maybe if you would come to the meetings dmn49 not only could you tell us what we need to learn, you might find out we are not the evil people you portray us to be.

I know I am personally willing to listen to anything you have to say. We may not always agree, but I am willing to listen and learn if you are willing to teach me about your solutions.

They occur the first Thursday of every month at 7:00 pm at the Courthouse and are posted in the Courier and on the website prior to the meetings.

You are more than welcome to attend. The meetings are open to anyone regardless of race, color, creed, religion, politics, etc.

Wouldn't it be great if people came despite what they spew on this site and tried making a contribution to make things better instead of just complaining?

Be a part of the solution instead of the problem.

Nothing will ever get solved by blaming all of the problems we face as a Community, State or Nation on either party.

It takes EFFORT to actually solve something.

An audit committee would not add one penny to the county's budget. However, it could result in the saving of hundreds or even thousands of dollars.

Seems to me to understand the rational behind the call for an audit committee, you need to go back to the “reorganizational” meeting the Republicans had last October.

If you recall a part of the mission as stated by this reconstituted party was “to repair the damage done by the Democrats.” During that same meeting, this same reorganized party, now run by activists, said “the Democrats have no sense of control in the spending of money” and we Republicans “mistrust the government” and are “different than Democrats.”

That difference was pointed out by a letter shortly after the meeting from Mr. Davenport who alluded to the different “economics and morals” of Democrats.

If you recall the captions for these two printings: “Democrats Destroying America” and “Democratic Party Hides The Truth.”

So why the call for an audit? Easy–this regenerated, activist party, having determined they are the “Paragon of Virtue” (remember “thumbing their nose” and “full rebellion against God Almighty”) when it comes to the political scene, not only in the moral differences but in how to run a more efficient government, selected the county offices as a place to start–where for many decades Democrats have captured and repeatedly been reelected to all offices.

Wanting to be a force to be reckoned with--all politics.

I failed to point how that the responses from the Republican spokeperson is often couched in hateful and degrading words and phrases. You can reread those above so I won't memtion them and as a refresher you might go by the Courier and reread the October articles.
This same kind of rhetoric may have been a factor in the shooting in Arizona. You'll recall Palin had the rifle crosshairs on that district and Angle, in her run for the Senate seat, mentioned using "2nd Amendment" rights to resolve the Washington problem.

As someone noted, such rhetoric falls on the ears of the serious (who can disregard) and the delirous (who may act out those suggestions)--so my comment to Corey and others who resort to personal attacks---it just a game and nothing to get personal about.

Let's not incite the delirous in Cannon Couty where I have a number of friends and now perhaps a few enemies.

What about the Daily Kos website putting a "bullseye" on Gifford's district?

What about a Daily Kos blogger saying just last week of Giffords: "My CongressWOMAN voted against Nancy Pelosi! And is now DEAD to me!"

And then there are the following comments made by the president over the last few years:

** Obama To Followers: “They Bring a Knife…We Bring a Gun”

** Obama to His Followers: “Get in Their Faces!”

** Obama on ACORN Mobs: “I don’t want to quell anger. I think people are right to be angry! I’m angry!”

** Obama to His Mercenary Army: “Hit Back Twice As Hard”

** Obama on the private sector: “We talk to these folks… so I know whose ass to kick.“

** Obama to voters: Republican victory would mean “hand to hand combat”

** Obama to lib supporters: “It’s time to Fight for it.”

** Obama to Latino supporters: “Punish your enemies.”

** Obama to Democrats: “I’m itching for a fight.”.

And let's not forget friends of the shooter in this tragedy describe him as a "left-wing pot smoker."

Also, the shooter appears to have had it out for Giffords since 2007 — long before Palin and the Tea Party were on the national map.

Come, come gentlemen. "Now is the time for all good men to come to the aid of their country" Guess that is not going to happen. Sadly there are still dyed in the wool Democrats who have certain beliefs so instilled in them they will never change. They haven't noticed that their political party no longer represents the beliefs so enamored by their grandfathers. And sadly there are still Republicans in this country who think they are following a party that represents their conservative interests but who quickly turn and spend us into oblivion once they reach Washington. Somewhere along the line the people we elect, be whatever party they represent, must understand the job we have elected them for is not to find new ways of spending our tax dollars. Their job is to keep the taxes as low as possible while maintaining only the services we require. Where have they missed that point?!

Our county government does a far better job in accomplishing this task than the Federal Gov't can imagine doing for itself. The services required by Cannon Countys population are at best "minimal". So is our tax base. There is little money to provide more under the existing tax structure. Audits on top of audits will find little room for improvement of services. Instead they may just lead to higher taxes in order to achieve that which is necessary to solve an auditing problem.
We have created a Federal government that has become a machine and one that fully believes its citizens must work solely for its own perpetuation. Yes, now is the time for activism or else we shall all become enslaved by a government out of control. Be it under the direction of the Democrats or the Republicans.

There is nothing wrong with being an activist or even extremist, these people through the times have afforded us the luxury of freedom, but when you include the title deranged or unstable is where monsters are created. These insane monsters ,who our fueled by the extreme one sided rants of the, so called, sane, not only physically hurt us but also give cause to the government to repress the actions of those actively pursuing positive change.

Sadly we must also realize that many if not most don't care as long as we don't mess with there phone or tv reception. Also, that some people are just nuts and these nuts are not bias as to what team they take their lunacy to.

As to the topic of this story, unfavorable audit findings have existed in most if not all county audits. Does this mean our officials are crooks? NO- It means our accounting policies and procedures don't conform to those recommended by the state and GAAP.

One deficiency we have always been cited for is separation of duties. Such an easy fix that cost nothing. No honest or successful business that cares for the money of others would consider anything less yet we do no different because " its the way we have always done it in the past". We are lucky we have had mainly good and honest people handling our money in the past but if we dont correct some of these minor deficiencies there will be a heavy price to pay eventually.

I also agree any new committees should in-- NO way-- have a party affiliation.

Mr Halpern, I dislike those comments made by the Democrats also. Arizona may be a little far out since even the Sheriff of that county said “Unfortunately, I think Arizona has become sort of the capital. We have become the Mecca for prejudice and bigotry.”

That was my only reason for bringing those two comments into the discussion--hoping Tennessee and Cannon County does not try to imitate--be it on abortion, gun control, a mosque or immigration.

What is worse, is that you do it in a community that you have no physical presence in and one in which you do nothing to improve.

By the very definition you are a chronic complainer and a troublemaker. You live and breathe controversy and then try to shift the blame to others in an attempt to make yourself look better.

You offer no solutions, no compromise, and no effort to make things better or suggest any plausible ideas to improve society in any way.

Mr. Halpern, although an unabashed fiscal conservative, is also, I suspect, a fierce proponent of free speech that remains within the boundaries of decency--even when and especially when that speech is coming from a liberal.

I stand by my original comment. I feel the local Republican Party’s call for an audit committee is a waste of time and effort. It is pointless, empty, makes no sense to employ the use of the expertise needed for such an audit when that talent could be used for more fruitful ventures.

It is, in my opinion, a witch-hunt, a tilting at windmills, looking for fraud or wasteful practices that are not there.

Perhaps the most interesting aspect of this entire Courier segment is the request by the secretary of the Republican Party to stifle dissent.

Kevin, If this committee is to re-audit the audit of the states auditors, then I must agree with Daily that it would be pointless.

Because of the statement "...heed the advice of the auditors and establish an audit committee...in order to address the numerous financial management deficiencies..." I had assumed the new committee would be put in place to assist the commissioners in making sure our officials implement the changes needed to comply or explain to the citizens why compliance is either unwarranted or not needed.

If my assumption is correct then this nonpartisan committee would be beneficial to our citizens.

So Kevin, It probably wont stop the personal attacks nor settle this feud but, maybe you could explain what the objective of this proposed committee would be.

Objective would be to review the findings of the state auditors and make recommendations to correct them, several of which have been ongoing over several audits. There are a number of county commission committees which review and make recommendations on different areas of interest: ambulance service, law enforcement, budget, fire, insurance, public works, planning, industrial, beer, etc. None of them cost the taxpayers anything.

Goober I was not at the meeting, but from what I have been told the audit committee was an idea proposed due to the State of Tennessee's findings that one needed to be formed. There are several counties currently in the process of forming the exact same thing. It was also one that Mike Gannon agreed needed to be formed and was WELCOMED, per his response.

I would suggest anyone who wanted to know more about what the committee's objective to attend the County Commissioners meeting this Saturday January 15th, 2011.

@ goober: I appreciate your interest in what is going on and the fact that you will ask questions, and seem to want to be fair. The function of an audit committee is not to come in and re-audit. That job has already been done by the state and would not need to be redone by anyone else. The audit committee is a recommendation by the state in the audit of Cannon Co. (& other counties) as a means of helping with internal controls, accountability, and ethics to name a few. The state recommends this when it has found the same material findings in an audit and county management is “ unwilling or unable to address the deficiencies”. If you would like to read this recommendation for yourself you can google search “Tennessee Comptroller of the Treasury Division of County Audit”. Once on their home page on the left side of the screen click on “Search Audits & Reports”. A list of all counties in TN will appear, click on Cannon & you can read the full audit. If you want to skip to the part where they recommend the audit committee, look on pg. 164. There are also various newspaper articles online that tell about several counties in TN being recommended to do the same thing and how their audit committees have already been selected.

Mr Gannon is an astute politician. He knows full well from the election, the political climate in his own county--no tea leaves needed to be read here.

My guess is that every elected official in the court house, especially those thinking about 2014, would have had the very same reaction.

I also suspect that the discussion that evening between those officials and their spouses was much along the lines that I have mentioned.

I believe he responded to it positively because it came from concerned citizens of Cannon County, and he considers it his duty and responsibility to serve all citizens of the county, no matter what their political affiliation may be.

Not only does dailyreader never offer any solutions to an argument, now he resorts to implying that Mike Gannon was not truthful when Mike stated for the record:

Only party that has divided this county and country is republican party.People got wages cut healthcare cost went up or lost it home land values went down gasoline highest ever under BUSH.Federal funds to states cut new road from mcminnville to woodbury stopped.The republican party is against everthing and it past has shown this.The courthouse remodel was one things gop was against.To grow you need jobs healthcare at price you can afford.ROADS that do not dead end water and services and people will come and tax base will grow.County workers need raise .Halsam not in office yet already talking about layoffs.

Why dmm49, there have been several times in recent history where Democrats have had complete control of everything, especially at the state level. I guess I have missed the utopia they created. That aside, the new road from McMinnville continues, as far as I know Republicans were not opposed to the courthouse renovation, county workers can likely get a raise this year if people want an increase in property taxes, and Haslam is not talking about layoffs, only not any new hiring since he is inheriting a $1.6 billion budget shortfall.

Your best times my Democratic friend in the last 20 years were under the Clinton years with a Republican controlled House and Senate for SIX of the eight long years he was in office.

Bush Jr. had the opposite. He had a democratically controlled House and Senate and the economy grew worse every year.

When Carter was President, again both Houses were democratically controlled. When he was booted out of office the interest rates were in double digits. We had gas lines backed up around the block and unemployment was at a record high.

To boot, we had an inept peanut farmer for President who allowed 66 American's to be held hostage for 444 days and the one attempt at getting them home resulted in the death of eight of our military personnel and five others wounded in a helicopter crash.

There was a reason they were allowed to come home on January 20th, 1980 the day Reagan took office. Those people knew the days of America cowering down were over.

You are the one who actually needs to read a few history books and get your facts straight because your theories just don't wash.

One of the most important things you need to learn is that in the grand scheme of things, the President has very little power. The power to make laws that affect us economically reside in the hands of the Congress. Blame all the Presidents you choose, but the power lies with whoever is in controll of the House and Senate.

I will end and say this in the hopes we can end this. Yesterday is gone. It is history and their is nothing we can do about it.

Why don't you stop the arguing, complaining and blaming and we will both work toward a better tomorrow. It is much more fun, I guarantee it!

MR Gannon told commissoners he had every confidence in them and budget committee.In other words they know how to do their job.Yet everyone of them voted for audit committee.This makes no sense at all and will only make matters harder for the county commission and MR Gannon.

They voted for it because it was the right thing to do.

And also, if you actually had read the law concerning the audit committee, you would find the State of Tennessee can require it after they find discrepencies for three consecutive years, which they did.

The only problem they will have out of an independent audit committee is from people like yourself intent on living in 1955.

Taxpayers of cannon co your worries are over local GOP has and now I see will get their audit committee.Just sit back and relax and if anything like last GOP president cannon county will have to build a new bank to put all money in that the county is spending wrong way.

GO PAGE 7 SECTION 6 the audit committee will be adequately funded to carry out duties as set out in this resolution under applicable law.Does not sound like it will be free more expense for taxpayers nothing is free like said before.

The only expense I see an audit committee having is a trained financial adviser. Perhaps Mr. Gannon can reach out to someone in the community who has the experience who is willing to fill that position voluntarily. I would suggest asking Glenn Steakley, who recently ran for the vacant county commission seat.

Actually there is no expense for any reason.

It is a strictly volunteer process when asked to serve. All of those asked will be appointed by the Commissioners with no influence from any political party or Mike Gannon.

So, dmn49 complain all you want, but the citizens asked for it, the Commissioners voted for it, Mike Gannon welcomed it and the State of Tennessee recommended it.

Another waste of time and time is money gop did same thing yesterday in washington always spending time money on things that they cannot change.Ccmmissioners can also vote to do away with it after they fine the cost and time to county .Mr Gannon has full confidence elected people in cannon county and he said so in meeting local gop are ones who do not.

All 95 counties in tn have waste and no committee of anyone will stop this. It is government and it happens no one is perfect and state lets county correct it after state audit.I think gop more interested in cutting someones job off or lower their pay or make it a volunteer job lookout county workers audit committee on the hunt.

What part of the State of Tennessee would have eventually required it do you not understand?

They have that power to do so after finding discrepancies on the audits for more than three years in a row, which they did.

By volunteering to form the committee it REMOVES one of the issues the State of Tennessee had with our county. And since you know so much, submit your name for consideration to be placed on the committee. Then we could all hear your wonderful ideas and solutions.

Oh, I forgot. You don’t actually have any.

And once again, the citizens asked for it, Mike Gannon welcomed it, the Commissioners voted unanimously for it and no one is complaining but you.
