Rape Among Cases Bound Over To Grand Jury



Cases ranging from child rape to driving on a suspended license were bound over to the January term of the Cannon County Grand Jury during General Sessions Court Tuesday.

Following a preliminary hearing, Judge Susan Melton found sufficient probable cause was presented by the state to bind over Donald L. Reed, Jr. on three counts of rape of a child under 13 years of age.

Reed was charged on Aug. 12 after a weeklong investigation by the Woodbury Police Department, Tennessee Bureau of Investigation and the Department of Childrens Services. TBI Agents Jason Willkerson and Brian Harbaugh assisted in the inquiry.

Agent Harbaugh was the only person to testify during the preliminary hearing. Agent Harbaugh said during an interview Reed admitted to engaging in acts of a sexual nature with the victim both here in Cannon County, and in Coffee County.

Agent Harbaugh testified Reed told him the sexual relationship began in 2008 in Coffee County and continued until 2010 in Woodbury, on "20 to 30" separate occassions.

Other cases bound over Tuesday were:

• Tony Ray Bain, who is charged with driving on a revoked license.

• Brian Davis, charged with driving on a suspended license.

• Mickey E. Russell, charged with evading arrest by a motor vehicle, driving on a suspended license, and reckless driving. However, Russell indicated he woild enter an information plea on the evading arrest charge in Cannon County Circuit Court on Nov. 10 in exchange for a 2-year suspended sentence and equal time on state supervised probation.
