REQUEST FOR QUALIFICATIONS: ENGINEERING SERVICES
CANNON COUNTY, TENNESSEE
CONVENIENCE CENTER/TRANSFER STATION UPGRADE

Cannon County requests Statements of Qualifications from engineering consultants capable of providing municipal solid waste management consulting and engineering services. An upcoming project involves infrastructure improvements for the County owned and operated Convenience Center/Transfer Station. This facility provides residential solid waste and recycling drop off services for Cannon County residents. The County plans to begin construction in fall of 2018 and complete the entire project by spring 2019.
Specific services to be performed include engineering and design, preparation of bid plans and specifications, contractor selection, and construction management. The construction project is expected to require grade work, concrete pad installation, paving/graveling, provision for Three Phase Power, and design for leachate collection and a Storm Water Pollution Prevention Plan. These plans must meet the requirements of the TN Department of Environment and Conservation as specified in Permit by Rule CHAPTER 0400-11-01 SOLID WASTE PROCESSING AND DISPOSAL. The County will reserve the option to conduct some of the preliminary construction tasks, such as grading and paving.
A design concept was created in 2017 to obtain state funding for this project. To obtain a copy of this report, along with the criteria for qualifications and selection, call County Executive Brent D. Bush, at 615-563-2320 or email bbushcannoncoexecutive@gmail.com.
Please submit five copies of your Statement of Qualifications by 10:00 a.m. on October 30, 2018 to Brent Bush, County Executive, 200 W. Main St, Woodbury, TN 37190. A selection committee will review the Statements of Qualifications. Finalists will be invited to make presentations to the Public Works/Solid Waste Committee on October 30, 2018 at 5:00 p.m. A contract will then be negotiated with the consultant deemed most qualified for this project.
