McMinnville Men Charged With Promoting Meth Manufacture

Two McMinnville men were arrested for promotion of methamphetamine manufacture and possession of drug paraphernalia following a traffic stop in Woodbury last week.
Facing charges by the Woodbury Police Department are Jason Mac Brown, 261 Higginbotham Rd., McMinnville and Jerry Richard Rutledge Jr., 1996 Shellsford Rd., McMinnville.
WPD Sgt. John House said in his report that the night of Aug. 6 he "observed a blue Chevy Beretta pull into the Coop Market and drive around the gas pumps and then start to pull out but hesitated to see what direction he I was going.
"The vehicle turned right and proceeded towards town when the vehicle ran off the roadway in front of Shotgun County Pawn. I got closer to the vehicle and made a traffic stop as it pulled into O'Riley's Auto Parts.
"I approached the driver and advised him why I stopped them and asked for his license, registration and insurance. The driver stated he did not have a license., that they were suspended for unpaid tickets. I asked the driver for some identification and he handed me his Tennessee ID card which identified him as Jason Mac Brown.
"The passenger handed me the insurance and registration and stated that the vehicle was his. I asked why he was not driving and he stated he had a few beers earlier and was not sure if he was able to drive or not. I asked him for his license to check the status and he was identified as Jerry Richard Rutledge Jr.
"I went back and called for Officer (Chris) Brown to assist due to the two occupants acting extremely nervous. I ran both licenses and (Jason) Brown came back suspended and Rutledge was was valid.
"I issued Brown a release citation for driving on a suspended license and had him exit the vehicle and sit on the sidewalk while I conducted a field sobriety test on the passenger of the vehicle to see if he was able to drive. After the field sobriety test I asked for consent to search the vehicle and it was given.
"As I began to search the vehicle another vehicle pulled in that had been following the vehicle I was searching and that driver has also been buying a lot of pseudoephedrine and was related to Brown. I found sitting on the passenger side floorboard a ceremic coffee cup full of white pellet type substance (ammonia pellets), a A&W Rootbeer can with a secret compartment that contained a cigarette cellophane wrapper which is used to put drugs in, several Ziploc baggies and two paper funnels in the console.
"I asked Rutledge what was in the coffee cup and he stated it was sugar that he got at a friends house so he could put it in his coffee. Rutledge stated that he did not check to see what it was because his friend had never done him wrong. Rutledge stated that Brown had driven him there to get the cup of sugar.
"I asked Rutledge about the A&W Rootbeer can and he stated he did not know it was in the vehicle. I talked with Brown and he stated he did not know anything about anything. Note: Brown is on the Pseudo list for buying a large amount of pseudoephedrine and has been arrested in the past for meth."
Sgt. House placed both subjects under arrest. The vehicle was towed to Pelham's Both men were transported to the Cannon County Jail for booking.
• In an unrelated arrest involving a McMinnville man, Joseph Paul Rex Simmons was charged by Sgt. House on July 31 with DUI 2nd offense and driving on a revoked license 1st offense.
