A man facing multiple counts of rape of a child and failure to register as a sex offender in Cannon County will be will be transported from Michigan to face those charges here.

Elbert Loyd Coggin, 47, is being held in a federal facility in Michigan for failure to register as a sex offender, according to Sheriff’s Investigator Anthony Young.

Coggin was arrested by U.S. Marshals in Michigan based on warrants against him in Cannon County, Young said.
“The U.S. Marshals picked him up there because they knew I had warrants on him here, so they arrested him,” Young said.

Coggin faces three counts of rape of a child and failure to register as a sex offender in Cannon County, Young said.

“He will also face charges (in Michigan) for failure to register as a sex offender,” Young said. “He will be federally charged there and then he will come back here to face these charges.”

Coggin listed Liberty, Tenn., as his residence in Cannon County. He is the third person charged with sex crimes against minors in Cannon County during the last two weeks.

Donald Page and Jared Norrod were arrested last week and face a total of 19 charges of sex against male minors in Cannon County.

“And there’s more,” Young said. “We are working on other cases. I think don’t people don’t realize what they have living next door to them at times. I couldn’t imagine there are people like that living in Cannon County.”
