The Cannon County Executive's Office is closed until Monday because of alleged threats made by a local man while at the office on Tuesday.

Woodbury Chief of Police Lowell Womack was dispatched to the Cannon County Courthouse on Tuesday for a report of someone harassing Diane Hickman, who serves as the administrative assistant to County Executive Mike Gannon.

Upon arrival Chief Womack spoke with Hickman, who stated she wanted to make an official report in anticipation of being forced to request an order of protection.

Womack's incident report states that Hickman said Rick Shaner did not have any official business to conduct at the county executive's office.

Hickman told Womack that Shaner "was intimidating and made her feel very uncomfortable."

The report also states Hickman said Shaner was "talking to her in a threatening way and she felt like she was being stalked."

Hickman said she asked Shaner to not speak to her again.

Womack advised Hickman she could speak with a judicial commissioner if she wanted to seek a warrant. Hickman told Womack she may seek a restraining order against Shaner.

Witnesses at the courthouse reported they heard Shaner talking loudly and flailing his arms while inside the county executive's office.

One employee at the courthouse said the incident demonstrated a need for additional security measures for the various offices in the building, all of which interact with the public.

Also this week, Shaner was the subject of a meeting at the Cannon County Sheriff's Department involving posts he has made to his Facebook page about the Cannon County Emergency Medical Service. No incident report was made of that meeting.

In August of this year, Shaner himself made a report to the sheriff's department about alleged threats made to him by former constable Jim Gibbs.
