It is beginning to appear that we aren’t capable of conducting our own business in holding the elections. We have to have intervention from the State Election Board to tell us who should be on the Commission.
 
Mae Beavers and Mark Pody will be making the decision as to will serve on the Commission ... Nominations indeed! The Republicans are in charge? It looks like to me there isn’t anyone in charge.
 
The situation changes from day to day and doesn’t seem to be getting better. It’s beyond being a joke ... It’s getting frightening!
 
With elections already underway with early voting it’s beginning to look like fair and impartial elections are in jeopardy. I am pretty tired of the 2 party mess we are involved with. If you vote your conscience instead of party lines you’re kicked out.
 
I am an Independent and it doesn’t look like anyone is concerned with our representation on the Commission. I just somehow feel that the majority of thinking Cannon Countians don’t agree with the uncompromising politics that are being shoved down our throats.
 
The recent on-line poll by the Courier substantiates that opinion. It has gone beyond disappointment ... I think we should start getting angry.

Thank you Fount, I'm with you on that. I'm working early voting and have observed potential for voter fraud by the procedures being used in the election office. I plan to stay until they or corrected or at least the voters will be aware.
They have a right to know.

I have always gone the extra mile to present facts, truth and certainty with my contributions on the Courier. I believe every contributor should strive to do like wise.

Inaccurate or false reporting brings nothing helpful or beneficial to problem identifying and solving process.

Good and responsible reporting, should ALWAYS .... seek to address the 5 "W"s of relevant facts. WHO, WHAT, WHY, WHEN and WHERE, are sorely absent in many of the commentary aricles and reports.

Kevin, your blame slinging and false reporting is off the charts. Blunt assessment of very poor behavior of Cannon Courier Co-Editor.

Poll workers have an obligation to report any and all known election fraud or error. I spoke with Helen today and with Mary Lynn Bush at the Election Office. I specifically asked Mrs. Bush if there were ANY complaints or concerns regarding the voting taking place. The only matter shared with me was a single voter issue that Mrs. Bush was able to confer with Nashville about. Poll worker Helen Minton did not share a concern of voter fraud, as I have read above.

I applaud "Jack" for his ever probing questions seeking facts......facts that solid reporting would insure were present in each article. Too many posting are doing their drive by finger pointing and assessments, but rarely asking who did what, or why.

Blaming others.....for the poor judgement or behavior of specific persons, and knowingly avoiding the straightforward questions that reveal motives or posistions.......insures there will be more mud than solutions.

Our Community needs more wisdom investors and fewer finger pointing and generalized blame accusers.

Matt, the Courier did not receive one communication from you with respect to your attempt to have Mrs. Mayo removed from the Election Commission at the April 9 meeting of the State Election Commission. The Courier did not receive a copy of the April 3 letter you sent to the State Election Commission. Neither you, Beavers or Dobson made any effort to notify the Cannon County public of this activity. It was not discussed at a public meeting of the local election commission.

From the minutes of the April 9 meeting:

"Cannon County - Commissioner Kent Younce received a complaint from Stan Dobson, Administrator of Elections for Cannon County and Senator Mae Beavers regarding Cannon County Election Commissioner Louise Mayo. Both Senator Beavers and Mr. Dobson believe the working conditions have become a hostile environment and they would like Commision Mayo to be replaced. Cannon County Election Commissioner Matt Studd sent a letter supporting the concerns of Mr. Dobson and Senator Beavers. Commissioner Younce asked fellow State Election Commission members for suggestions on how to handle this complaint."

Mr. Dobson did not share his complaint with the Cannon County public, Senator Beavers did not share her complaint with the Cannon County public, and you did not share your letter of support with the Cannon County public.

The single voter Matt Studd was referring to was a registered voter who had registered and marked they were a convicted felon. This person was registered and received a voters card they were ready to vote. The election office registered this person in Oct. 2009 and could have voted in 2010 & 2012. They had not voted but could have in those years. I caught the mistake and purged them.

Also, I found paper ballots were sent to absentee voters with district 4 commissioners race completely left off. I did what I could to correct this mistake I hope it was enough. These errors are very serious and could very possibly result in having another election.

When Mayo was removed from the election commission I knew I could not stay. Mayo did what was right and was removed from the election commission. THIS IS VERY WRONG.

I left because first of all I am not going to be responsible for someone else's mistakes. I was not looking for mistakes but these fell in my lap so to speak. Also, I knew they would get rid of me as quick as they could. I would not say the above things without proof.

It is time to move forward. You can blame and point fingers untill you are blue in the face and it will accomplish nothing.

There is plenty of blame for every person on the board to share. You cannot single one individual out or one individual group out considering all that has taken place over the last five years. To do so means you obviously haven't been listening to recorded meetings, attending meetings or following the reports in the Courier or reading the letters to the Editor from different members of both the Republican and Democratic parties.

It is time to move forward. Cry all you want, complain all you want, write all you want, live in the past all you want, but there is nothing you can do about yesterday and what happened then.

Sit in judgement or be part of the solution. Change begins Monday night at 5:30 pm so you can either join it or cast the first stone while you sit in your glass house writing comments. Your choice.

The past will come back to haunt you in the election office.
Your mistakes will show up at some later date. I believe the candidates will be concerned if their name is not on the ballot. Checking and rechecking ballots SHOULD be a high priority in this office.

For the record Mrs. Bush I was never asked to fire you, replace you or remove you from the position you asked to be placed in two weeks ago.

You are implying that you would have been removed from the interim position with me being placed on the board and you have proof to back your claims or you wouldn't say as such.

I invite you to pubically produce such evidence because I know of nothing thay could substantiate that claim.

ANYONE who knows me, knows that I am a man on my own. I stand on my core principals and I have never and will never be guided by any other principal other than the integrity I believe to be true and right.

Had there been any conditions placed on me or asked of me then I would not have accepted the offer to become a board member and that includes had I been asked to replace you. That was never asked of me or to my knowledge expected of me and to suggest otherwise is a lie.

I have known you for years. I have known your family for years. I attend church with you and have never known us to have one cross word at any time. Me being on this board is not worth losing a sister in Christ over and that is fact.

To make a judgement on what might or might not have happened is and was premature by everyone. I stand on my own and I make my decisions in life on what I see is right and true based off the facts I have presented before me. I always have and I always will.

It is time to move forward. I can't change what happened in the past, all I can do is help make the best choices I can for the future and hope that they are correct.

Bickering and blame are doing nothing but dividing us and what possible good can come from that?

When you sweep dirt under the rug, there is still dirt.

If some of the same people you move forward with are part of the past problems, there is no reason to have confidence that the dirt will not continue to pile up.

When a person who supported the actions of the people who helped create the problem is added to the mix, there is every reason to believe the problems will persist.

Vote fraud, is a VERY important matter.

Poll worker Helen Minton has made three postings now. Citizens are STILL waiting for ANY, SOME...or even ONE...of the 5 "W"s ...the relevant WHO, WHAT, WHY, WHEN, and WHERE.

Helen questioned if my memory failed me, so My specific questions to Helen Minton:

1.) What manner of "potential" voter fraud are you claiming or citing?

2.) As closely as you can, what DID you convey to me in our conversation at the Election Office on Saturday July 21 ?

This is so serious-----a name being left off the ballot could cause a recalled election. I do not recall that that has ever happened in this county. But if this CURRENT MISTAKE had not been caught that could have happened. We say we want to save the county money---elections are expensive and to have to pay in duplicate is DOUBLY expensive.

Matt, we have not received word officially that Lindbergh Dennis resigned. We have not received word officially that Mary Lynn Bush resigned. We hsve not received official public notice of an "emergency meeting" Monday night. Mae Beavers has not contacted us or any other media outlet to my knowledge of whom she plans to nominate to fill the vacancy created by Dennis' resignation. We have not seen a notice posted on the State Election Commission's website of a meeting to consider that nomination.

I spoke with Election Coordinator Mark Goings on Friday July 20, while driving my truck back from Chicago and was told by him that there will be an Emergency Meeting on Monday July 22 at 5:30 pm at the Cannon Co. Election Office. Mr. Goins stated interim AOE Mary Lynn Bush had announced she was resigning. Mary Lynn Bush only confirmed it to me on Saturday July 21, shortly before closing down the Election Office. Before leaving the Office, Mrs. Bush hired Dorinda Mankin as Deputy and signed notice to that effect, telling me that she would present a copy to County Executive Mike Gannon.

I have NOT spoke with Chairman Dennis regarding Mrs. Bush's resignation.

Later in the day on Friday, I spoke again Mark Goins regarding the Emergency Meeting and the notice requirements. He informed me of his discussion with Open Records Office Counsel Elisha Hodge that in "this present" Emergency, notice requirements could be waived, for very narrow and specific business.

I called Chairman Dennis on Thursday morning July 19th and informed him I was resigning. The Assistant State Coordinator Beth Henry Robinson called me shortly thereafter and talked with me about my resignation. This was a conference with another person. First of all she ask me to stay on as AOE but after confirming that I would not she said she was worried about the election office being without an official person in charge on Monday. She ask me to write a paper saying that Dorinda would serve as Deputy for that one day (Monday July 23. Beth said the Cannon County Election Commisison) would appoint her (Dorinda) at the emergency meeting Monday night July 23. Beth also ask me to post notices of the emergency meeting at the court house, city hall, post office and election office. Which I did. Matt Studd came to the election office around 11:00 am on Sat. July 21st ready to take my keys. He already knew about the notice for Dorinda to serve as Deputy. I did not mention it to him he ask me for it. I wrote out one notice that did not suit him so I wrote another and made copies. Mary Lynn Bush

A SPIRIT OF COOPERATION
On Friday we set up the early voting machines with 2 machines in the big room and 1 machine in the next room.
On Saturday soon after Matt Studd came to vote we received word that he had a problem with the set up.
TCA 2-6-30l " In any election the county election commission shall appoint sufficient number of early voting officials to insure the integrity of the ballot and SMOOTH operation of the election. 2. Special attention shall be given to ensure that the voting machines are secured at all times to ensure against unauthorized use".

Nashville office confirmed that the set up was NOT in violation of code but in the spirit of cooperation we moved the machines into the big room. It seems that it is a violation of Matt Studds interpretation of the code.

The set up has worked well for many years for the convenience of the VOTERS. It seems the voters are NOT being considered. Peace, Helen Minton

I understand you are currently working as an Early Voting Poll Worker. I understand you have many years experience in this capacity. Thank you for work and service.

It appears however, that you are on some sort of mission to raise concerns and you promise or threaten, in your above posting that "You WILL be getting MORE of the WHO, WHAT, WHEN & WHERE." at a time of your choosing?

**********My question to you,************ with the serious matters you describe...On any day in which you were working as a Poll Worker in this current Early Voting Election, did you make any written reports or complaints and submit such, to the Officer Of Elections or Interim AOE, Mary Lynn Bush?

**If so, what did you specifically state?

**If not, why not? You are required to do so.

**If not, why did you instead choose to do so in the "segment at a time" process upon the pages of the Cannon Courier?

Regarding the matter you cited above with "A SPIRIT OF COOPERATION", that I failed to understand or interpret the code and that it seems voters are NOT being considered. For you to make such assertions is absurd. The way the machines were set up, to your approval and liking......that you state worked well for many years, is in fact wrong and improper.

You had the one machine in a room by itself controlled by you alone....that was NOT visible to all Election Officials and Poll Watchers at all times.

I told you that in fact ALL machines were to be as required in T.C.A. Code:

2-3-108. Polling places Tables and chairs for officials Voting compartments Supplies.

(a) The county election commission shall arrange for each polling place to have a sufficient number of tables and chairs for its election officials and poll watchers and voting compartments for the convenient use of voters in marking paper ballots.

(b) (1) Each compartment shall be so arranged that it is impossible for any person to see a voter's ballot while it is being marked. The arrangement shall be such that neither the ballot boxes nor the voting compartments are hidden from the view of the election officials and poll watchers or those just outside a guard rail which may run in front of the ballot box.

(2) The number of such voting compartments shall not be less than three (3) for every one hundred (100) voters registered to vote at a polling place where voting machines are not used.

(c) (1) One (1) voting compartment shall be provided at each polling place where voting machines are used.

(2) Each voting machine shall be so placed that it is accessible to only one (1) voter at a time and is in full view of all the election officials and watchers at the polling place.

(d) The county election commission shall provide for each polling place a sufficient supply of pencils, voting instructions, and boundary signs to be placed at the boundary provided in § 2-7-111. The flag of the United States shall be displayed outside of each polling place on election day. The county election commission shall ensure that such flag is available for each polling place.

You told me that not all laws could be followed. You told me that I was being "Legalistic", You told me that Nashville did not have a problem with the way .... you wanted it ..... with the Machine off by itself in a separate room, under YOUR control. I told you we don't have the luxury to pick and choose which Laws and Codes we want to follow, or which ones we may choose to ignore or obstruct.

Our readers can read the Statue for themselves. They are free to check with Nashville to see if this code allows for a machine to be in a separate room, out of sight of ALL other Election Officials, under YOUR lone sight and control, or if it requires just what it states!

As for your comment or claim .....

I observed the Poll Workers place what appeared to be the paperwork and start cards in a Metal Ballot Box, which was then LOCKED with padlocks at each end by one Republican Poll Worker and one Democrat Poll Worker, of which each maintained possession of the corresponding keys. This LOCKED Metal Box, was then LOCKED in the Election Office with door locks and an alarm system.

Two solid layers of security.....yet you claim "unsecured" Really?

It appeared to me, this procedure was being used each day you worked as Poll Worker. This process was directed by Interim AOE Mary Lynn Bush since Early Voting began. When did you FIRST believe this process was "insecure" ? When did you FIRST file a report, claim or warning?

The "NOT taking a Ballot Box to the Nursing Home" matter you claim, again....misguided and misinformed. The old adage of "WAY WE USED TO ALWAYS DO IT" is in fact getting very old. AOE Stan Dobson and Deputy Dorinda Mankin have consistently shrived to insure the letter of the law is followed. They and myself, have attended several Training Sessions provided to INFORM AND EDUCATE our Election Commission Members and Employees. It is true....some Commissioners refuse to attend this important training, it is the best way to remain current with ever changing laws and codes. While it is true mistakes can be made by anyone, deliberately choosing to ignore and disregard the law as you have suggested.....will NOT be the order of business, if I, Dorinda or Dobson have any say in the matter.

I have spent more than enough time going back and forth with you. Now lets all work together, support Dorinda Mankin's efforts to provide a proper election rather than muddy up truth and character to advanced falsehoods, ill motive agendas or egos.

Does that mean it has already been pre-determined that "Dobson" will once again have a say in the matter? In advance of tonight's or a future meeting of the Election Commission? Does it mean a replacement for Mr. Dennis has already been pre-determined, that you know who that person is, that you have consulted with that person, and you know that person will vote to reinstate Dobson as AOE? Does your statement above mean that you already know how one or more current election commissioner would vote if the topic of reinstating Dobson came up at tonight's or a future meeting?

My comments that you quoted and are asking about, were not intended by me, to address anything more than the specific matters and concerned by Poll Worker Helen Minton. The manner of Polling Machine set up locations were .... insisted upon by AOE Dobson and the Full Election Commission. The very reason the wall was removed to "expand"that room.....was so that we could be compliant with the relevant T.C.A. Codes.

I spoke to address the matters in this message thread and was not trying to cast a secret message regarding future meetings......or what topics nights be discussed, or decisions made by ALL Commissioners.

I have NOT discussed any strategy, or deliberated matters with ANY Commissioners or with Corey Davenport as to ....future meetings, nor who will be Chairman.

Please do not be presumptuous about my sincere efforts to address the matters I have shared.

As for my beliefs or posistion on such future matters or decisions, I will address each as the course occurs. My posistion, remains mine....and I have NOT sought to impose it upon any others.

I hope you one day...start asking probing questions from others....including those of whom directed us....knowingly and purposefully.....against sound reasoning and pleading.....into the mess we are currently in.

Matt, you included Dobson's name in your comment, as if you know or believe he "will have something to say in the matter."

As you don't indicated what "probing questions" you want asked, or on what topic, it's a mystery to me what you are referring to. As for what started "the mess we are currently in" it is clear it started when you, Dobson and Beavers went before the State Election Commission in April and tried to have Mrs. Mayo removed as an election commissioner.

To the contrary, I “chastised” those who voted to keep the polling places open when they changed their vote. Going before the State Election Commission to have Mrs. Mayo removed was not about keeping the polling places open or closing them. It was about Cannon County Republican Party and State Republican Party politics. Who serves on county election commissions is a politcal party decision. Studd and Beavers wanted Mayo removed because they did not like the way she voted on that issue. The AOE should not be involved in the politics of the Cannon County Republican Party, Cannon County Democratic Party, or the process by which Cannon County Election Commissioners reach their decisions. Actions should not be taken in the best interests of the office, but rather the people who the office serves. That is what Mrs. Mayo voted to do. People are free to agree, or disagree, with her decision.

Around and around we go. Where it stops, nobody knows. Local politics... the more the pot is stirred, the stinkier it gets. Like Fount Bertram asserted in his letter above, "Good grief Charlie Brown!" Where is all this headed? We seem to be headed toward the State Election Commission stepping in to clean up the mess that we cannot or will not clean up ourselves. Can't wait to read what the next chapter reveals.

I have been to every meeting since November of last year with the exception of one. I have seen for myself the bullying that goes on. I don't think there is any other way to interpret Matt's statement above than that he made a mistake and "let the cat out of the bag" as to what is going to happen. Obviously he thinks he holds all of the cards, and from what I've seen in the last two weeks, that may be true. I am deeply disappointed in the state election commission for their decision to go along with the REAL retaliation that has ocurred... and it was NOT Louise Mayo who retaliated.

For those who listen to one recording of a meeting and decide that all of the election commissioners are acting inappropriately, please remember that Sue, Jackie, and Louise have been putting up with this for a long time now and are only defending themselves.

Some people have selective memory and an inability to tell the truth. That is a fact. If you try to confront them, they will try to tie you up with paperwork, red tape, etc. (i.e. " did you make any written reports or complaints and submit such") just to distract from the truth. Isn't it a bit odd that the people who have worked our elections for years, had no problems with the elections or like the problems we are having now, are the ones being told that they don't know what they are doing?

Please attend these meetings yourself and see what goes on. Remember to research any info given or quoted, because it may not be as it is presented.

It is sad to learn that our election commission has to be CONTROLLED by one political party. This needs correcting to stop future problems.

But my question now is to the state republican party: Can you not find three republicans in Cannon County that have any ability of compromise? I am sure the blast of rebuttals declaring the evils of those two democrats will follow and lets say for a minute you are right and they also have no ability to compromise, take the high ground and show some solidarity since you have been out of "POWER" for so long. Many of us who dont care about party lines cant help but think all our problems are because of "new management".

I am so sick and so tired of all this mess being stirred up over the election commission. If there is any office in local or state government that should be non-partisan one would think it would be the election commission. The only charge that the election commission has is to ensure fair and honest elections and do it at a reasonable and practical amount of money.

All of this US against THEM (Democrat vs Republican) appears to me to be nothing more than a play for power and doing for friends. If this office as well as all others would take their charge literally to do what is best for the people and ALL of the people
then we would not be in all this unnecessary mess and controversy.

As to the polls on this site, for the most part they have no real meaning to me because
no one knows who is voting and why they are casting their vote as they do. We also don’t know if someone might have the ability to manipulate them. As for myself, I very rarely vote in any of them because I see them as being meaningless.

or will not do, before he has even participated in a single meeting, I would question your reasoning. If this is due to the ‘R’ after his name, then maybe all members of our government that have a ‘D’ or ‘R’ behind their names should be questioned and judged by the same standards.

I will once again call for the replacement of all the election commissioners. The way I see it is we have two down and three to go. I would hope that every member of this commission could learn to work in a truly non-partisan fashion when doing the work of this commission. I can see no reason that anything could come before this commission that would cause anyone to act in a partisan way unless it is for power and the ability to do for friends.

juanita-- This is the sole purpose and only charge of the Election Commission to insure fair and honest elections. Some poisoned this charge and in the process poisoned the entire commission. When all of this mess started I called for the replaceable of all five members. Two have been replaced and the other three should be to insure the integrity of this commission.

Setting politics aside, at least one of the issues pointed out previously that should remain a serious concern for all is a breech of State Election Commission violation with regard to having a polling booth set up out of public and poll watcher's view and maintained only by one person. Whether Democrat or Republican, such a set up allows the possibility for voter influence by the poll worker. In no way should this be continued and if I understand correctly, this has now been corrected. It does not matter that this was the "way we have always done it." It means simply that the way it was always being done was wrong and in violation of State regulation. Such variances from regulation are what our local election commission is charged with finding and correcting. It is their responsibility to insure fair election without the possibility of voter fraud or potential poll worker influences.
