Unsupervised Inmates Acquire Booze, Pills At Convenience Center

The Cannon County Sheriff provides inmate labor to the Cannon County Convenience Center. Convenience center employees are supposed to provide supervision of the inmates while they are working there. When that supervision doesn't happen or is lacking, problems can ensue, as was the case last week.

On the night of January 20, 2011, an inmate returned from working at the Cannon County Convenience Center heavily intoxicated.

Upon arrival at the Cannon County Jail, the inmate began an altercation with another inmate. This was when it was discovered that he had been consuming some type of alcohol while working for the convenience center. This inmate was not allowed to return to the convenience center. This left two inmates to work the facility.

On Saturday, Jan. 22, sheriff's deputies were notified that the inmates working at the convenience center had prescription medication in their possession illegally.

Upon further investigation, it was found that the inmates had in their possession two bottles of Hydrocodone totalling 40 pills. One of the inmates admitted to taking the medication from a garbage bag that a county citizen had thrown out.

It was discovered that when the citizen threw the bag of trash away, the inmates set the trash to the side rather than properly dispose of it. This is when they went through the trash and recovered four pill bottles, two of which contained the Hydrocodone medication.

After taking office, Cannon County Sheriff Darrell Young and Jail Administrator Ed Brown went to the Convenience Center and discovered where inmates working there had hoarded knives, pornographic movies, one television and VCR, power tools, cigarettes and other tobacco products, along with other various items. The items were properly removed and the inmates were advised that they were to work there and not "homestead."

The sheriff's department provides inmate labor to the convenience center as a community service, Sheriff Young and Brown said. Supervision is the responsibility of convenience center employees, they said.

Sheriff Young was advised over the weekend that a sign was displayed at the convenience center stating "Self Service — Compliments of the Working Sheriff." The sheriff said that since there was no employee working at the convenience center on Saturday when inmates originally reported, the inmates were left alone, unsupervised.

Sheriff Young said the department is not budgeted, nor has the manpower, to put proper supervison at the convenience center to oversee the inmates. He said the County Executive has people hired to work the convience center, none of which are qualified or certified to work inmates.

Sheriff Young added, however, that his department has arranged for these indivduals to attend a 40-hour basic training class through the State of Tennessee. After the employees receive the proper training, the sheriff's department will once again gladly supply inmate labor to the convenience center.

"It is my sworn duty to protect both inmates and citizens of this county," Sheriff Young said. "I apolized for any inconvenience to the citizens of this county."

The sheriff said at least one inmate, Jeremy Leedom, faces charges in connection with the incidents at the convenience center.

Inmates should not work at a location where they will be involved with the public just matter of time to someone will get hurt.Put in jail this is no punishment or work them on the chain gang with shotgun supervision.

Your suggestion is certainly one the county executive, the sheriff and the county commission should consider. Citizens should also consider that inmate labor can at times be a valuable asset to the community, such as during the last three snowstorms when the courthouse would have been inaccessible without the work they performed.

The sheriff should know not to send inmates to work the convenient center unsupervised. I am a woman who carries my children with me to dump my trash every week. I always get a bad feeling when I go. I would rather just do it by myself as opposed to worrying about something bad happening. I know all inmates are not bad people, but like I said this is a service I can do without.

Employee of sanitation department should not have to go to any training.This is not part of his job or will it stop inmates from getting drug and other items from contact with public.This is another reason not to work inmates with general public and you cannot trust a trustee.

If sheriff is dead set on working inmates at dump which I Disagee with he has five constables that cost county no money and are stuck with until term is up.And we will see how bad they want to be a constable.Also big bridge needs one constable posted on it on 145 hwy.

Most counties around us have one employee or sometimes none at all at the dump. It's basically self service. I have never understood the point of having the inmates at the dump. They have too much contact with the public. Most women I know are like me and don't feel safe going up there alone to dump our trash. I'm like jennp, I always have a really bad feeling. We hope they no longer have them up there.

dmm49, to the best of my knowledge Sheriff Young is not "dead set on working inmates at the dump." It's a practice which began I understand with the administration of Sheriff Brandon and has continued until now. I assume having inmates work there saves the county from having to pay convenience center employees money to work extra hours, or hiring additional employees.

I dont understand where yall are saying you dont feel safe going to the dump. I'm sure the sheriff is not putting violent offenders out on work duty. I for one like the convience of not having to get out and unload my trash. As soon as I back up there they have it unloaded very quickly. I dont see anyone complaining about when the inmates are working outside around the courthouse. The sheriff said he will make sure the dump employees get training to supervise the inmates properly so everyone just chill out. Its better to make inmates get out and do some work while they are serving time than have them just lounging around in the jail.

Does the sheriff realize the inmates have cell phones they use while supposedly working at the dump. One inmate kept calling our house telling us where he was etc. Ihad never heard of him but I wondered why the calls quit, guess he is back in jail. Perhaps these inmates are not in for violent crimes, but an inmate found guilty of meth or other illegal drugs should not be put in a situation where anyone can drive up and hand them what ever they want.

That is the point and we all know what happened to sheriff Brandon old practices do not always work.Working inmates at dump with public in contact is not good practice and will only lead to someone getting hurt or more trouble for the county.As far as them being non violent that does not fly either.They are not in jail because they are good ole boys.Paying county worker can cost a lot less than if someone is hurt or killed.

I personally do not need the help of an inmate to unload my trash. If I'm too lazey to get out of my vehicle and toss it in the hopper, then I need to pay for trash service pick up at my home. I have never seen an employee supervising the inmates.

Anyone posting a response to dmn49 is wasting their time because she is against EVERYTHING!

Using trustees is a good thing for the county. It allows the county to get free work that is valuable and useful and it allows the person who is in jail to take time off of their sentence. I believe they get one day off of their sentence for every one day they work.

This is not a matter of letting them work at the courthouse, garbage dump, the ball fields in the summer (they mow the grass and pick up trash), etc. This is about supervision. If they are supervised properly then this is a non-issue.

I agree with Kevin that no one seemed to complain when those trustees shoveled the snow last week. No one complained when they mowed the grass last summer. No one complained when they picked up the trash at the ball fields. No one complained about all of the rock work they did at Short Mountain Bible Camp or around the courthouse. And to my knowledge this is the FIRST and ONLY time there has ever been an issue at the dump area.

Let the Sheriff handle it. Let him take care of it and believe that he will do the right thing. Like cannon1 said above, they are not putting serial killers dumping trash, so calm down and let Darrell take care of it.

Working inmates benefits them and us. Supervision is the issue. One trained employee who stay with them at all times is a great idea.

I am mainly posting to see how many of you are gullible enough to believe someone "threw away" 40 Hydrocodone. If you believe that one, how to dispose of your garbage is the least of your problems.

I am sure our sheriff didn't buy that one either.

No we don't complain when they work and are supervised. That's not an issue. Neither is it an issue when they are helping around the county out of the eye of the public.
Didn't we have this talk this past summer when they were used with Connie Rigsby to help out. It's the same thing.
I agree...I get creeped out when I'm around them. i don't care that they are violent criminals...they are criminals that's why they are in jail and wearing orange jumpsuits!
They get into too much trouble when not supervised and we've taught our children to be aware of people in "orange jumsuits". STAY AWAY FROM THEM! They are criminals.

How did they know to lay aside that particular bag of garbage if it wasn't a planned drop?

Supervision is the key. Stopping the inmates from doing something useful besides sitting in jail would be a waste of a good opportunity for both the inmate and the county.

beachlover some of these trustees are in jail because they didn't pay child support or didn't pay a fine that was imposed by the judge. I think you are putting a lot of stock in someone wearing an orange jumpsuit.

Unless they owe you money, I think you are safe to take a load to the dump without worry. Leave your doors locked and mash on the gas if anyone approaches your door and just drive off.

Once again, I don't believe Darrell Young is going to put anyone in the county in danger by allowing a trustee to dump garbage or mow grass who is a mass murderer.

It is no wonder county has so many repeat offenders. The penalty is you get to work at dump and get your drug buddies to bring you drugs and you get extra day off your sentence.Some people are missing the point the door is open to harm the public and every door is open for them to get a weapon in their hands.If you do the crime your suppose to do the time not to be put in contact with public.Lock them up and they want be in to big hurry to come back.

Great idea using criminals unsupervised with access to drugs and alcohol being passed on to them by friends and maybe a Glock with a thirty round clip--the Sheriff is no predictor of which criminal will suddenly decide to do bodily harm on innocents--if he is, then we could use him in airports screening those that come in.

Dumb idea, in any county, when criminals are used willy nilly in activites that are not closely monitored and supervised by law enforcement officials or even in supervised activities that can easily be circumvented like that of trash dump disposal.

Talk about blowing situations out of proportion. These "criminals" everyone is referring to are straight out of our population. They are our are children, our parents, our neighbors, etc. Pretty soon every one of them will be walking or driving among us, eating at the same restaurant, shopping at the same stores. Yes, supervision is very important, but so is getting work out of them while they are incarcerated and giving them meaningful tasks.

cannon county needs to get with the times and have a safe open place where people including women and children can take trase off. i have had inmates friend or stranger slam my tailgate and damage it. The desicison to put inmates into the public is a foolish one by far. we could contract waste management or allied waste for the price of upkeep, employment, fuel, equipment, transfer, dumping fees at allied waste in murfreesboro and fuel to drive back. this is a waste of wheel tax money. i can take my trash to be rummaged through some where else. The sheriff does not determine waste management services. That is the job of the county executive and the county commission. The current sheriff, and several sheriff's before him, have been allowing inmate labor to be used at the convenience center in order to save the county the cost of hiring additional services. I believe the current yearly cost of waste management for the county is around $1 million. The contract is not bid out. County Executive Mike Gannon has told me if it were bid out, the cost would likely be double the current amount.

No one is blowing anything out of proportion when public have to deal with inmates it could turn into a bad deal.Ask some law officers have to deal with this everyday and how quick this can change into bad situation.County is letting inmates get into position where they could get a weapon either from someone dumping or brought to them by one of their friends.Law officers are trained for this if it happens and they also die everyday by people that were non violent.

Your only problem is the "orange"...you evidently don't have a problem if they are dressed like you are. I really believe the people of Cannon Co would complain if they were hung with a gold rope!! No wonder any business' won't come here. There are no common sense minded individuals that live here. Next time you have to go to court on a speeding ticket, worthless check, or some other misdemeanor charge...watch out...the people in "orange" may get you! At least I can recognize them, you can't the others and probably would never be able to pick them out!!

Why do you need someone to take your trash out of your vehicle anyway? You were able to put it in there weren't you? It is a "convenience" for the citizens and a help for the inmates who messed up and have to pay the piper. They also have families that miss them, so if they can get a day off their time for "good behavior" then so be it. I agree they all need supervision. Now whether that be "uniformed" or not should be up to the Sheriff. We voted him into office, we trusted him enough while he was running to make good decisions for this county. Now LET HIM DO IT!

Which means these individuals had little or no supervision, or possibly supervision that aided and abetted this behavior--incompetence -- the convenience manager should be replaced along with those who were in charge of the inmates..

There is a distinct possibility of a serious incident occurring by allowing inmates this kind of freedom. It will only take one horrible crime to see the error of this program--why take that chance?

I can hear them both now. "Yeah we know he was a mass murderer and he did some really bad stuff, but look at what he did for the economy. He had everyone working".

I don't believe I have ever seen two people more intent on believing the government should run and control everything and a normal citizen should depend on them to tell them when to blow their noses. Both of them would have fit right in with Germany in the '30's and 40's.

We just had a guy walk up to a supermarket and kill innocent people and he wasn't wearing orange anywhere. I think you should be more worried about the guy next to you than the guy wearing orange at the Cannon County garbage dump.

You people need to get a life and find something worth worrying about. Brother Darrell will work out the kinks and then you can all be worry free on dumping your garbage.

That is why you have a court system and it convicts them if they are guilty and jail is the punishment not to make homestead at dump.I have to deal with public not jailbirds and judge should see that they are in jail.They gave up their freedom when they committed the crime.Put them in jail and weld door shut.

Those "jailbirds" are part of our public. The inmates at the Cannon County Jail aren't imported from some other county or country. They come from within the Cannon County population, and will be right back in it when they have served their sentences. They are the same people I see nearly every day doing some type of work around the courthouse, and not once have I been concerned for my safety or well-being because of their presence.

Great idea--why not have them directing traffic before and after school at WGS and CCHS and after ballgames, give them a colored vest and save all that money, why not assign one each to Gannon and the rest of the court house offices--clean, mop, do windows, file, type and rehabitate them right under these elected official's noses. They could do trash cleaaning up during the Good Ole Days and the events at the Dillon Park--mix with the crowd and pick up cans, cups and trash while under going the transformation back to responsible citizens. Seems emptying trash from the back of trucks is a most demeaning method of rehab.


Comparing one's comments to the culture in Germany prior to WWll speaks only to total lack of civility and ignorance of those who see a subject in a different light.

It seems that everyone is forgetting that something did happen. That's the point. I don't think any of us really believe they found that many pills in someones trash. And how did they get the alcohol? Supervision is the key..but wondering if that will happen. Some of us wish we had a dumpster outside of town that we could dump our own trash. It would be nice to have a choice.

yes well a lot of the crimminals never serve any time either. Maybe a part time deputy with a shotgun supervision kind of thing. Not paying child support. Gee...who does that affect most....the child. Just another dead beat parent...child abusers are punished and not providing for a child should be punished too. And YES...these inmates definitely NEED to be SUPERVISED at whatever job they do....and EVERY SINGLE one of them should be out working for their keep.
If they don't work. They shouldn't eat! Put some of the deputies out there that do nothing but stop the responsible citizens for some small altercation.....you know the ones....the ones that stand there an harass you for 30 solid minutes after you've given them the reason or whatever for the minor traffic violation you committed.

Some of these people are habitual criminals and do need to be contained at minimal standards, but many if not most of these individuals can be rehabilitated to lead happy lives and become productive parts of our society.

I will bid to accept the risk that me and my loved ones take as we attempt their rehabilitation as opposed to wallowing in comfort while knowing I was a part of condemning hundreds of thousands ( if not millions) of good people who made a few mistakes to a life, or absents of one, only deserving of a hardened criminal.

With that said, I do sympathize with a woman who goes to the dump in fear. I hope and believe our sheriff hears these fears and will correct them.

So many of you would call a woman who has an abortion a murderer and in the same breath throw away a young life for having a drug problem--sorry I don't get it and talk until you are blue in the face and i still wont.

I am sure our sheriff has considered the possibility that someone is making a healthy profit suppling our inmates with drugs--be nice to catch him and let him spend more time at the dump where our garbage belongs.

It was noted in the Courier that the Commissioners of Cannon County found reason to believe they might be liable for actions of Constables.


One must believe they feel there is no liability involved for the county should one of these inmates do bodily harm to someone while enjoying this unsupervised freedom.

From what I have read dailyreader you don't dump your trash in Woodbury anyway, so why don't you keep your trash comments to yourself. And everything you post is exactly like life in pre-WWII Germany was, that is why I reference to it.

You are determined to have government control everything. You want segregation and you are biased against people who have made a mistake in life or wear an orange suit. You are nothing but a troublemaker!

I think sheriff got hands full getting those 116 up to the court house today.without thinking about the dump.If taxpayers want to spend all this money to convict them and give each inmate a key to the jail we might as well have adopt a prisoner program or keep a inmate for day program.Who wants to be first. Get him or her big orange jacket and case of beer.Move over make room for another 116 TRUSTEES.Sounds like they sure are getting their lives turned around mowing and dumping and spitshining the court house.9out 10 will be back in court and jail soon as they get out if not sooner.

Again with the nonsense dmm49? There were 116 cases on the docket, not 116 defendants. Only 3-4 were transported from the jail. The rest appeared voluntarily and if they didn't, a capias was issued.

I have funded a great number of wheel tax stickers starting with the day they went into effect--that continues even even today and I frequently accompany those who drive those trucks and vans and use that disposal area--sometimes I do it myself more than weekly.

If you will read my comment at the beginning you will see that I feel inmates should be closely supervised where contact with the public can be made. That need has been demonstrated by the possession of drugs and the obvious intoxication of an inmate.

Inmates should not be allowed to rifle the trash of those who use these facilites nor should they be allowed to receive drugs and booze from friends who dump trash there.

The fact that this has happened should result in close supervision for inmates that are allowed these freedoms and a better selection of those who do have those freedoms.

I have found all inmates to be very nice and helpfully at CTR. They are human like us.They make mistakes.Can you say you have not. Also they are very good with food at community CTR. They have not killed anyone.Stop and think,they are family off someone.

This is turning into a cat fight just like it did on the Cannon Wire. We are all subject to our opinion. The people voted Sheriff Young in because they where tired of the old administration. We are complaining about this now in an open forum. Last I checked the Sheriff had an open door policy. Got a problem go talk to him about it civilly but have your statements backed-up. I just wonder how many will complain when you are sitting in line behind 25 cars waiting to dump your trash when it is self-service, and the sign posted about the self-service at the dump was totally stupid. County workers should set an example to the citizen and keep the squabbles behind closed doors. This is a lack of supervision at the dump, and a lack of them wanting to work. They are being paid with our tax dollars, make them accountable.

This is only my opinion. and JUDGE ME if you want I don't care!I want to say one thing have you any idea why some of these inmates are in jail have you ask them what lead them to jail? Well let me start my son is a inmate over there and he worked the dump out of the 3 inmates that were there he is the only one who didnt have a hand in this so let me tell you his story of WHY he is there some people take things in life different than others my son took the death of his brother who was killed by a drunk driver very hard and turned to drugs to ease his pain also thinking if he took alot this would kill him so he could be with his brother in Heaven my son sleeps by his grave but not now he is in jail for possesion my son is not a DANGER as a few of you have said about these inmates maybe you should sit back and think mmmm are they just THUGS or did something in life like a tragedy stir them this way? So let me just say you people who are judge and jury get a life ONLY GOD CAN JUDGE! As for the dump yeah maybe some can do community service there but those peolpe may not show up so why not let the inmates help out like one said earlier and its in the bible also if you don't work you don't eat! and they aren't costing us money if they are unloading trash! One stupid stunt hurts it for all. So the next time you feel scared of a inmate pop your trunk and lock your doors duh?Cause I tell you right now MY SON would never hurt you and the others wouldnt either get a life and grow up ! Daryl Young is doing a GREAT job !I guess you all want old Nichols and Wilder back is why you complaining on Daryl Young! One bad seed ruins things for inmates trying to get there life togather and negative comments as a few of yours do not help a inmate so before you JUDGE look in your own backyard people! my son was mostly with Oakley at the bottom I am sure he can only keep a eye on one inmate when he is the only one there they need to employ another worker to watch the ones on top. This is only my opinion. and JUDGE ME if you want I don't care!

To egrizzl, thank you for sharing your personal story; it is important for the public to look at both sides of the issue. I am sorry for your family and your loss.

It seems to me that there are some fundamental issues at the forefront here. An issue arose, and evidence shows that Sheriff Young took immediate action. Mr. Gannon also had an initial response, and I am sure that they are not finished addressing the situation. As a community member, I would like to see the continued use of trustees at the convenience center with proper supervision. I am a young woman who has frequented the center with much gratitude for the gentlemen who made it possible for me to stay out of the rain and/or made quick work of the line of vehicles waiting to make a disposal. Never have I felt uneasy.

That said, however, I also am not naive. One thing we cannot do is predict human actions and responses, and evidence also showed that the potential for harmful situations is present. I encourage our law enforcement and community officials to find a way to carefully screen those allowed to work there under correct protocols of supervision, while at the same continuing to alleviate the financial burdens of our wonderful but economically-challenged community.

"dying4aname" had a great suggestion for using Community Service workers for this position as well. If it will not cost our county budget to implement this plan, I think it is a great idea.

I learn and try to make decisions responsibly from reading all of your opinions; does anyone else have useful ideas or alternatives to meet the challenges our county faces? Let's support those who have to make the tough decisions while under public scrutiny.

egrizzl...thank you for that comment. I just want to add to what I said earlier. All this constant banter and arguing on a public board like this makes the citizens of Cannon County look like baboon's. Do you know understand that when a business or company is looking to come to our county they look at this stuff. The arguing can have a big influence on how the feel about the community and whether or not they will bring jobs in to employee the unemployed of this community. In my opinion if you cannot give someone else your opinion without arguing back don't do it, otherwise I would suggest the Courier take this down so Cannon County is not an embarrassment.

As long as you have people like dailyreader and dmm49 stirring the pot, you can give the dream up about this site being any different than the one that finally gave up the ghost and quit.
It's one thing to have an opinion, but it is another to make stupid comments like they both are intent on doing.
dailyreader can't even stay on topic. He is dragging the middle school issue into the garbage dump issue. Who knows what he is even saying or even why for that matter.

i think that the sheriff made the right move. any way you look at this it's going to cost the county money.. how much is the question.. yes anyone who works with inmates should be trained.. and you women and men out there who are afraid to dump your trash because of the imates get some independence.. you can be in amy situation at any time that can endanger you.. at least at the dump you can see the orange jumpsuit coming at you.. any what about all those bring the booze, pills, weapons etc to the inmates...they're probley that same people you talk to everyday at the grocery store...

I have a son who is an inmate in cannon Co. jail. He is on a work program that is supervised.He is one of the young men that you all saw cleaning the snow off of the sidewalks at the courthouse. He will also be one of the ones keeping the grass cut. He is due to get out in May. Will any of you even recognize him in plain street clothes?? I think not. The dump program, I agree, needed to be supervised but as a single woman, I never felt any kind of fear going to the dump when there were inmates working there. Some of these young men do deserve a chance to get out and actually work. Just don't forget that sometimes they are making things more comfortable for all of us. (keeping the sidewalks cleaned, the grass cut, the retiling of the Lions Club floor....) Don't judge everyone of the inmates by the acts of a few.
