Woodbury Police Department Patrolman Patrick Fann likely witnessed many unusual occurrences during his time as a deputy with the Cannon County Sheriff's Department.

However, it's unlikely Fann, who recently left the CCSD to join the WPD, encountered many situations similar to the one which took place Sept. 12.

Fann was at the sheriff's department getting his patrol car washed that day when the event took place.

"While I was standing around back I thought I heard a four wheeler around front," Fann's report of the incident states. "When I stepped to where I could see the south side of the building I observed a man (Roger Youngblood) hit another man (Ernest Osment) in the face with his walking cane. I ran to where the men were and advised Mr. Youngblood to drop the cane."

Fann said Osment stated he had been to the sheriff's department for a child exchange with the mother of his daughter (the mother of Osment's daughter is Youngblood's daughter).

"When he (Osment) started to pull onto Alexander Drive, Mr. Youngblood pulled into the driveway of the sheriff's department and flipped him the finger," the incident report states.

Osment told Fann that after Youngblood drove on toward the sheriff department he stopped.

"When he stopped I got out of my truck to see what he wanted," Osment told Fann. "While I was walking toward his truck Mr. Youngblood started backing up like he was trying to back over me. At that time I got back in my truck and backed up to the sheriff's department. Mr. Youngblood pulled his truck in front of mine like he was going to hit mine. I got out of my truck and started walking toward the sheriff's department and Mr. Youngblood got out of his truck and come at me and hit me twice with his walking cane."

Osment said he was hit once in the shoulder and once in the mouth and chin area.

According to Fann's report, Youngblood stated that after he took his trash to the dump he was driving toward Doolittle Road and when he was passing the sheriff's department he saw Osment flip him the finger. Youngblood also stated that when they got out of their trucks at the sheriff's department Osment called him an SOB. Youngblood said he hit Osment because he called him an SOB.

At that time Fann placed Youngblood under arrest for aggravated assault. He was escorted to the booking room for processing.

Both parties advised Fann they have had trouble with each other in the past.

Youngblood's bond was set at $7,500. He will make his first court appearance on Oct. 12.
